first all is that what government spends our money thinking about arent there better things to deal with than saggy pants? sure it might not be a wonderful thing to look at but shouldnt that start in the home and not in the govt? secondly 11 years old?!? what thats crazy!!! and thirdly thats too bad, because they have rights too, but people supress that which they dont understand.
